      Developed countries, especially in Europe, face a number of issue related to migration: social and economic disruptions caused by the declining demand for unskilled labour and resulting unemployment, a shortage of skilled labour in many professions, increasing international competition for highly qualified human capital, radical demographic changes, and the forthcoming expansion of the European Union, which will trigger further immigration into major European countries and create new market opportunities in Central and Eastern Europe. This suggests a need for a deeper knowledge of the causes and consequences of increased labour mobility. This is especially important when it is associated with tension and fears among native populations. This book brings together analyses of migration issues in major European countries, and compares evidence with more countries that have traditionally seen the most immigration. First, it studies migration streams since World War II, and reviews major migration policy regimes. Second, it summarizes the empirical evidence measuring wages, unemployment, and occupational choices. Third, it investigates how migrants affects the labour markets of their host countries, and evaluates econometric studies into the wage and employment consequences of immigration. Surprisingly, there is wide evidence that immigration is largely beneficial for receiving countries. There might be phases of adjustment, but there is no convincing evidence that natives' wages are depressed or unemployment increases as a consequence of migrant inflow. However, there is a growing impression that migration does serve less and less the needs of the labour market. This suggests a stronger focus on economic channels of immigration, for which the book provides a conceptual basis and the required empirical facts and institutional background.

        Migration's impact on German society has been dramatic. Indeed, key political events in modern German history cannot be fully understood without reference to migration's influence. Domestic and international affairs were greatly affected by the millions of ethnic Germans who were either expelled from the homelands or arrived as refugees during and after the Second World War. The construction (and later the fall) of the Berlin Wall would not have occurred without the massive emigration of refugees from the German Democratic Republic. And without the Wall, there would have been less reason for the recruitment of millions of non-German guestworkers. Their presence, along with the massive influx of asylum seekers, has lately fueled the anger of the New Right. The continued presence, then, of a large, permanent, and unintegrated foreign population; escalating violence between foreign groups; and the lack of a comprehensive migration policy assure that immigration will remain a key issue in German, and hence, European politics. This study will be of interest to scholars in comparative politics, international relations, migration, and European studies.

          German and European immigration policies have only recently begun to cope with the inevitable: growing labor demand in the face of high unemployment and a shrinking labor force due to demographic change. Despite the implementation of Germany's first immigration act and several European initiatives towards legal harmonization at the EU level, an actively controlling immigration policy, which would be needed to master the challenges ahead, is not yet in sight. Against this background, the book draws conclusions from the German history of immigration policy. It analyzes the country's future demand for immigration and develops an economic model for the effective selection and integration of labor migrants that could provide the foundation for a joint European immigration strategy.

                  Migration from less-developed nations to the United States and Western Europe is steadily increasing, and it is unlikely that this trend will reverse. There are currently over a hundred million immigrants worldwide. And many of these immigrants are in a condition of poverty or near poverty, while many also suffer from poor health. The articles in this collection address the health conditions of international labor migrants and the availability and limitations of human and health services for them. Written by leading social scientists and health professionals from both the United States and the European Union, six of the articles focus on Europe, three on the United States, and two on psychological issues related to immigration. The contributors to this volume, representing a wide variety of disciplines (including medicine, social work, political science, sociology, anthropology, psychology, and biology), are in agreement that the health and human services offered in industrial nations are generally monocultural, and not well suited for migrants from other cultures. One article even arrives at the disquieting conclusion that the mental health services offered to immigrants not only do not respond to their needs, but rather serve to reinforce negative perceptions regarding immigrants from third-world countries. This book represents a timely and urgently needed contribution to the discourse on health services for migrants. It demonstrates that the issues and problems of immigration in the United States and Europe have many commonalities and that much can be learned from examining the experiences, successes, and failures of both. Antonio Ugalde is Professor of Sociology at the University of Texas at Austin and Adjunct Professor at the School of Public Health, University of Texas Health Science Center at Houston.

                    This sequel to Reform in Eastern Europe is a report on one of the most pressing issues for countries with economies in transition and their neighbors. Focusing on the problem of East-West migration, the authors clearly delineate and promote the notion of European free trade and capital flows as a means of raising productivity and increasing worker stability in the East and of reducing income gaps between countries.

                    As economists who have been deeply and consistently involved in the recent upheavals in the East, the authors are in a position to take a well-informed stance on the economic and social dislocations that are occurring. They first outline the problem and recommend that Europe begin to admit primary migrants and that the US increase its quota. They then look at migration statistics from previous eras to predict equivalent levels in the near future and take into account the long-run and short-run effects of migration in the US and Europe. They conclude with a detailed discussion of "the best defense of all," economic progress, and lay out the necessary conditions for free trade, investment, and aid.
